Minutes of Selectmen Meeting
June 6, 2000


Present:  Judy Murdoch, Cathy Kuchinski, Daniel Webster, and Stephanie McSweeney  (Jones absent) Also present, Executive Secretary Winn Davis

7:40 p.m.  Chairman Webster called the meeting to order and announced Household hazardous waste day on Saturday, June 24th from 10:00 a.m. – 2:00 p.m. and Family Day Clambake at Camp Kiwanee on Saturday, July 29th Noon – 4:00 p.m.

I.      EOEA Build out analysis – Chairman Webster introduced Kurt Gaertner of EOEA, Rep. Marini, Senator Murray and Dan Crane of OCPC.  Gaertner & Crane presented a build out analysis of Hanson including a Power Point presentation and Mapping.  There will be a Community Preservation Southeast Super Summit at the Middleboro High School on Saturday, June 17, 2000 from 9:00 a.m. – 12:00 p.m.

II.     New Hope Chapel – Rev. Neil Eaton was present to request a sign be erected at the corner of Whitman & Spring Streets indicating the location of the New Hope Chapel 525 Beech Street, Rockland.  

MOTION by Judy Murdoch, second by Cathy Kuchinski to approve New Hope Chapel’s request for a sign located at the intersection of Whitman & Spring Streets. Voted 4 – 0.

III.    8:30 p.m. Hanson AA – Members of ACRC (Aids Camp Relief Coalition), Reed Street residents and Hanson AA members were present to discuss the upcoming Motorcycle run on June 25th from 1:00 p.m. to 4:00 p.m.  Lynne Ann Dunn spoke on behalf of ACRC and explained that the group raises money for children with aids to send them to summer camp on Martha’s Vineyard.  The group plans to arrive at 1:00 p.m. shut down and then leave at 4:00 p.m.  The band is scheduled to play from 1:30 p.m. to 3:30 p.m.  Chief King indicated that he does not support the event and will not provide coverage unless ordered by the Selectmen.  ACRC expects to have approximately 2200 bikers.  Safety issues were raised by the Police Chief, neighbors and Board members.  Charlie Flynn of Reed Street indicated that he is in favor of the event and has no problems with Hanson AA. After lengthy discussion, the Board tabled the matter until Tuesday, June 13, 2000 at 7:30 p.m. The Board urged residents to forward their input regarding the event to the Selectmen’s office prior to June 13th.

IV.     Police Department Appointment – Chief King and Lt. Savage were present to request the Board appoint Jeffrey Bailey to the police department.  Bailey will be paid through a 3-year $25,000.00 grant and will be replacing Officer Brian Watson who will be moving to the Schools.  Mr. Bailey will be required to pass a physical prior to entering the academy on July 17, 2000.

MOTION by Kuchinski, second by McSweeney to appoint Jeffrey Bailey effect July 17, 2000 to the Police Department upon successful completion of a physical.  Voted 4 – 0.

V.      Northland Cranberry Inc. 61A Release request – Request to release Lots 3, 4A and 5 of Assessors Map 31.  

MOTION by Murdoch, second by McSweeney to approve request to release Lots 3, 4A and 5 of Assessors Map 31 from Chapter 61A.

VI.     Board of Appeals Appointments – Applications from Margaret Hansen of 135 Cross Street for the unexpired term of Donna Lund and Catherine McCarthy of 30 Lapham Street for the unexpired term of David Nagle.

MOTION by McSweeney, second by Murdoch to appoint as alternates to the ZBA Margaret Hansen term ending June 30, 2002 and Catherine McCarthy term ending June 30, 2001.       Voted 4 – 0.

VII.    Amy Day Walk/Run - Carl & Annette Patturelli request permission to conduct a Walk/Run in memory of their daughter on Sunday, September 10, 2000 to benefit the Scholarship fund.  

MOTION by Murdoch, second by Kuchinski to approve Amy Day Walk/Run on Sunday, September 10, 2000 commencing at Robinson Field and ending at Camp Kiwanee. Voted 4 – 0.

VIII.   Common Victualler’s Licenses – Request for Common Victuallers License from:
Fred Affsa d/b/a Connie’s Kitchen 270 Main Street
Sandra Gowin  - Sandy’s Coffee Corner 12 Monponsett St.
Edward Mahoney – Tedeschi Food Shop 12 Monponsett St.

MOTION by Kuchinski, second by Murdoch to approve Common Victuallers Licenses to Fred Affsa d/b/a Connie’s Kitchen 270 Main Street, Sandra Gowin  - Sandy’s Coffee Corner 12 Monponsett St. and Edward Mahoney – Tedeschi Food Shop 12 Monponsett St.  Voted 4 – 0.

Cathy Kuchinski pointed out the Common Victuallers license should fall under the One Stop Shopping process regarding permitting.

IX.     Letter of Resignation – August Silva submitted his resignation from the Cultural Council – Term to expire on June 30, 2001.

MOTION by Kuchinski, second by Murdoch to accept with regret Mr. Silva’s resignation and forward a letter of thanks.  Voted 4 – 0.

Appointments – Daniel Webster announced that Arthur West is not seeking reappointment as the Sealer of Weights and Measurers.  Judy Murdoch read a list of vacancies and announced that several positions are scheduled for reappointment on June 20th.

Executive Session – Daniel Webster announced that the Board would be entering Executive Session under Item #3 to discuss litigation and non-union personnel. Roll Call, Murdoch aye; Kuchinski aye; Webster aye and McSweeney aye.  Voted 4 – 0 to enter Executive Session.

11:00 p.m. Reconvened – Daniel Webster announced no votes were taken.

MOTION by Murdoch, second by Kuchinski to adjourn.  Voted 4 – 0.
